The present invention relates to a cold-air blasting deice capable of performing a strong cold-air blasting function by generating and discharging cold oxygen and discharging cooling oxygen to improve metabolism of a human body and clean air by supplying high purity oxygen. The cold-air blasting device includes: an oxygen generator generating oxygen gas; a compressor applying pressure to the oxygen gas output by the oxygen generator and strongly discharging the oxygen gas; a heat exchanger quickly freezing and transferring the oxygen gas of a room temperature, discharged from the oxygen generator; and an air blaster blasting the cooled oxygen gas discharged from the heat exchanger by using an air blast fan. The heat exchanger includes: a liquefied oxygen container charged with liquefied oxygen; and an outer container sealed by enclosing the liquefied oxygen container. An inlet is formed on one side of the outer container, and an inlet pipe connected to a discharge pipe of the oxygen generator is drawn to the inlet. A pipe drawn into the outer container through the inlet pipe is wound on the outer circumference of the liquefied oxygen container in a spiral form and is connected to a first output pipe through an outlet formed on the other side of the outer container.
