A product for use in forming a vapor barrier on a flammable liquid comprises a multiplicity of spheres having the following characteristics: a specific gravity of less than about 0.5; a diameter of between about 1/16 inch (1.6mm) and about 4 inches (10.2 cm); an outer layer which is oleophobic and anti-static; and a support for the outer layer which has a phenolic surface.
