A resin pin (61) which is passed through a first resin-pin passing hole (66) of a first plate (30), and a second resin-pin passing hole (67) of a second plate (32) to couple the second plate (32) to a predetermined position of the first plate (30) is sheared in a secondary collision, and causes the second plate (32) to release from the predetermined position in a column movement direction. A slide plate (43) which extends along the upper surface (30a) of the first plate (30) has a resin-pin visual check hole (65). A highly hard collar (62) is received by the second plate (32), placed in the first resin-pin passing hole (66), and fitted to a shaft portion (64) of the resin pin (61). In the resin pin (61), axial elastic projections (81) which apply a pressing and urging force to the slide plate (43) are disposed at positions avoiding a range where, in a secondary collision, the resin-pin visual check hole (65) is passed in the column movement direction. |
