PROBLEM TO BE SOLVED: To process a person area reflected in a video so that the action of a person can be monitored practically, while taking account of privacy, in a realistic processing time.SOLUTION: A person is detected from a captured video, and if a person other than the person thus detected exists in a predetermined range from the person thus detected, the whole region occupied by the person thus detected is determined as a region to be processed. If a person other than the person thus detected does not exist in a predetermined range from the person thus detected, the region occupied by the person thus detected from which a local area is removed is determined as a region to be processed, and the region thus determined is subjected to processing. |
