PROBLEM TO BE SOLVED: To provide an optical element which has an excellent achievement range of color characteristics of a filter and is easily formed.SOLUTION: An optical element includes: a substrate having visible light transmissivity; and a filter layer formed on one surface of the substrate and having a plurality of open holes. The open holes have opening diameters equal to or less than a wavelength of visible light.
