PROBLEM TO BE SOLVED: To provide a point issue system with game function that can operate a game without using time and labor.SOLUTION: Client terminal means 1 is configured to instruct game providing means 2 an enforcement condition of a game, and the game providing means 2 is configured to prepare a game content on the basis of the instructed enforcement condition. Further, the client terminal means 1 is configured to instruct mail transmission means 4 a customer condition eligible for participation in the game, and transmit a mail having a game download URL described to attention of a mail address of a customer meeting the customer condition to the mail transmission means 4. Then, the customer receiving the mail with customer terminal means 3 clicks the URL to download the game, and executes the downloaded game.
