The present invention relates to a local network system based on a mobile small base station with a new mechanism and a service providing method thereof. By adding a service function such as a content server and a cache to a mobile small base station (i.e. femtocell, mobile cell, small cell base station or mobile terminal) before a macro base station, the present invention enables a mobile small base station to build dynamic connection with neighboring mobile small base stations, share a content list, and relay content if necessary. By doing so, the present invention can provide a service to an end terminal and reduce load to a core network.
