The present invention relates to a non-woven fabric with a three-layered structure for delaying and blocking water movement, and to a manufacturing method thereof. The non-woven fabric with a three-layered structure for delaying and blocking water movement is formed with hydroentanglement by sequentially laminating: a hydrophilic web containing a fiber having hydrophilicity; a hydrophobic non-woven fabric formed by being thermally fused as the fiber having hydrophobicity; and a hydrophobic web formed of the fabric having the hydrophobicity. The non-woven fabric with a three-layered structure for delaying and blocking water movement can remove liquid pollutants and has effects in preventing the hand from being stained with pollutants.
