PROBLEM TO BE SOLVED: To improve QoE of an entire flow subjected to priority control on an IP network while considering a service property of a service to be offered on the IP network.SOLUTION: For all network nodes including ER 1, a quality control device 2 stores a quality class table 22 in which a service property ID of a service is made correspondent to a quality class that is set to a priority control object flow by classifying service qualities of services. For the quality class table 22, whether to change the quality class is determined for each service property in accordance with a network quality and a traffic situation, and a new changed class of which the change is determined can be registered. In response to an instruction from the quality control device 2, the ER 1 updates a quality class table 12 in accordance with the quality class table 22. When a new priority control object flow is detected, the ER 1 refers to the quality class table 12 and determines a quality class to be set to the detected priority control object flow. |
