PROBLEM TO BE SOLVED: To restore a plurality of communication services quickly and efficiently.SOLUTION: A server device 150 stores information on a communication route through which each communication service is provided, information on a restoration cost per facility, and information on which facility a fault occurred at in a database and manages it. A preferentially-restored facility determination device 100 searches for a communication route of which the restoration cost is the minimum (minimum cost route) per communication service. Furthermore, the preferentially-restored facility determination device 100 determines that a facility through which more communication services are provided is a preferentially restored communication facility. |
