PROBLEM TO BE SOLVED: To solve such a problem that when waste is solidified by adding/mixing a solidifying material such as cement thereto/therewith and the solidified waste is used as a land formation material such as a sea level reclamation material, a part (such as a toxic substance stuck to the waste) of the cement spills over to the sea or the ground to cause marine pollution or soil contamination.SOLUTION: A surface of a solid body such as solid waste 1 is coated with the water-impervious coating material 2 and the coated water-impervious coating material 2 is swelled with water. Even when the toxic substance is stuck to the surface of the solid body, since the toxic substance stuck to the surface of the solid body is coated with the water-impervious coating material 2, elution of the toxic substance stuck to the surface of the solid body can be prevented. |
