PROBLEM TO BE SOLVED: To provide a structure capable of securing strength and rigidity of a joining part between a rear end part of a housing and a front end part of a steering column, and capable of also easily securing a collapse stroke.SOLUTION: A sleeve 34 is joined to a front end part of an inner column 31a for constituting the steering column 6c, or the front end part of this inner column 31a is squeezed, and thereby, a small diameter part is provided in this front end part. Through-holes 30c and 30c for communicating mutual both inner-outer peripheral surfaces are formed in this small diameter part. The housing 9c is cast or injectably molded in a state of wrapping-burying the small diameter part of forming these respective through-holes 30c and 30c in a cylindrical part 35 provided in the rear end part.
