A system comprises: an acquiring unit acquiring a controlled amount or a continuous count; and a conversion unit converting an automatic driving state, a cooperative driving state, and a manual driving state. The state of a vehicle is converted into the cooperative driving state when a controlled amount is not less than an intervention threshold or is less than an initiation threshold or the continuous count is not less than a first threshold or is less than a second threshold in an automatic driving state. After then, the state of the vehicle is converted into the automatic driving state when the controlled amount is less than the intervention threshold or the continuous count is less than the first threshold. Moreover, the state of the vehicle is converted into the manual driving state when the controlled amount is not less than the initiation threshold or the continuous count is not less than the second threshold.
