PROBLEM TO BE SOLVED: To increase concentration of toner in liquid developer to be applied to a developing member.SOLUTION: Liquid developer G pumped up to an application roll 120 forms a liquid developer layer GT by means of a primary regulation blade 130. Toner in the liquid developer layer GT is charged by a charging device 140. The charged toner receives repulsion from subsequent ions emitted from the charging device 140, and moves toward the application roll 120, to remove the liquid developer G in a part on the surface GTA of the liquid developer layer GT. |
