The present application provides a spectrum allocation method and a spectrum allocation apparatus. The method includes: determining a cell cluster, wherein the cell cluster includes at least one first cell whose current performance indicator is smaller than a preset threshold and a neighbor cell of the first cell; determining a target performance indicator of each spectrum allocation solution corresponding to the cell cluster; determining a first spectrum allocation solution in each spectrum allocation solution according to the target performance indicator of each spectrum allocation solution; and allocating a spectrum for each cell in the cell cluster according to the first spectrum allocation solution. |
