PROBLEM TO BE SOLVED: To provide a black coated steel panel which is superior in appearance before and after processing even if formed coating is very thin, and to provide an artifact and a panel for flat-screen TV using the black coated steel panel.SOLUTION: A black coated steel panel comprises: a galvanized layer which is formed on at least one side of the steel panel; a chemical conversion coating which is formed on the galvanized layer and does not contain chrome; and a homogeneous organic coating which is formed on the chemical conversion coating. The carbon black content of the homogeneous organic coating is over 12 mass% and not more than 50 mass%, and the film thickness of the homogeneous organic coating is 0.3-2 μm. |
