PROBLEM TO BE SOLVED: To provide a technology with which a reason why a called party cannot respond to an incoming call can be properly transferred to a calling party.SOLUTION: An incoming control device comprises a storage device and a control device. The storage device stores identification information for a plurality of telephone terminals allocated to individuals and speech state information indicating whether each of the plurality of telephone terminals is busy. The control device performs processing for determining, when an incoming request to one of the plurality of telephone terminals is generated, whether at least one of the plurality of telephone terminals different from the telephone terminal corresponding to the incoming request is busy, and processing for connecting, when at least one of the plurality of telephone terminals is busy, information indicating that an individual is busy for another telephone call, to a terminal that has transmitted the incoming request. |
