PROBLEM TO BE SOLVED: To provide a method of manufacturing a toner that improves transfer efficiency and prevents the occurrence of image defects during transfer of respective images to output images having excellent long-term reproducibility in a high-speed full-color image forming method, and has excellent toner chargeability, charge rising property, and environmental charge stability; and a full-color image forming method using the toner; and a process cartridge.SOLUTION: A core-shell type toner comprises core particles, and a shell layer containing halogen-containing resin particles formed on a surface of each of the core particles. The relative ionic strength X obtained by dividing the count number of halogen ions on the toner surface by the count number of detected carbon ions in a time-of-flight secondary ion mass spectrometry (TOF-SIMS) satisfies 0.001≤X. |
