This cooling device is provided with: a coolant circulation path in which a heat-receiving part having a heat-generating body installed therein, a heat dissipation path (5), a heat dissipation part (4), and a return path (6) are connected in that order; and an air tank (12) provided with an intake opening (33) and an exhaust opening (13). The intake opening (33) is provided with a first valve that communicates with either the heat dissipation part (4) or the return path (6). The exhaust opening is provided with a second valve.
