In the present invention, an inter-network connection control device used by mutually connected networks is provided with: a connection request signal transfer unit which receives a connection request signal that is from a call control device in a particular communications network and that is addressed to another communications network; an address inquiry unit which inquires to an address resolution device about an address corresponding to a destination phone number included in the connection request signal received by the connection request signal transfer unit, and acquires the address from the address resolution device; and a transfer instruction unit which instructs the call control device to transfer the connection request signal to the address acquired by the address inquiry unit.
