Provided are a method and device for allocating a frequency resource of a small cell, the method comprising: when a specified small cell switches from a closed state to an open state, acquiring specified information of a neighboring cell corresponding to the specified small cell, the specified information reflecting an interference state of each of the neighboring cells with respect to the specified small cell; and allocating a frequency resource of the specified small cell according to the specified information. The present invention addresses the problem in the related art of ultra dense networks (UDN) that overall performance of the network is reduced as a result of strong interference between small cells when deploying a large number of small cells, thereby increasing resource utilization of the small cells, and improving the overall performance of the network.
