PROBLEM TO BE SOLVED: To provide a thermal energy recovery device capable of suppressing the occurrence of a water hummer phenomenon in a preheater.SOLUTION: A thermal energy recovery device includes: an evaporator (10) which heat-exchanges a heating medium in an air phase and an actuating medium to evaporate the actuating medium; a preheater (12) which heat-exchanges a heating medium flowing our from the evaporator (10) with the actuating medium before flowing into the evaporator (10) to heat the actuating medium; an energy recovery portion (20) which recovers the expansion energy of the actuating medium flowing out from the evaporator (10) and sends the actuating medium to the preheater (12); and a control portion (40) which prohibits the flowing of the heating medium into the preheater (12) when the overcooling degree of the heating medium flowing into the preheater (12) is less than 0 degree, and carries out operation to make the heating medium flow into the preheater (12) when the overcooling degree of the heating medium flowing into the preheater (12) is 0 degree or more.SELECTED DRAWING: Figure 1
