PROBLEM TO BE SOLVED: To obtain an image suitable to understand the state of a monitored area to track a target to be tracked.SOLUTION: A monitoring system 1 comprises: a monitoring camera 2 for shooting from the ground; a flight device 3 having a shooting part 31a for shooting from the sky; and a sensor device 4. The sensor device 4 includes: a target calculating unit 43c calculating a target position where a shooting range of the monitoring camera 2 can be shot at an elevation angle different from a shooting elevation angle of the monitoring camera 2; and a flight device controlling unit 43d controlling the shooting part 31a to move the flight device 3 to the target position to shoot the shooting range.SELECTED DRAWING: Figure 1 |
