A dynamic cone penetrometer for measuring the hardness of the ground according to the present invention comprises: a verticality maintaining unit (100) which maintains verticality between the dynamic cone penetrometer and the ground surface; an intrusive rod (300) which intrudes into the ground by driving a pile by a hammer (200) fallen from a predetermined height; an anvil (400) which is combined with the upper end of the intrusive rod (300) and enables the hammer (200) to drive a pile; and a hammer guide rod (500) which is combined with the anvil (400) at a lower end and guides the movement of the hammer (200). The verticality maintaining unit (100) includes: a horizontal plate (110) which is in contact with the ground surface; and a perpendicularity support (120) which is combined with the horizontal plate (110) in a perpendicular direction. In the dynamic cone penetrometer and the hardness measurement method provided by the present invention, a connection member (600) moving with the intrusive rod (300) in a single united body is guided by the perpendicularity support (120).
