The present invention relates to a non-excavation type drilling device to form an underground pipe with a leading pipe direction switching function. More specifically, the non-excavation type drilling device comprises: a plurality of lifting airbags generating pressure towards an inner wall of a hole; and a plurality of air supply control valves selectively supplying compressed air to the lifting airbags. As such, the present invention is able to significantly reduce costs for the entire products, and significantly improve productivity thereof.
