A mobility robustness optimization (MRO) method and a base station device, which are used for solving the problem that an existing MRO method cannot transmit some messages when there is no X2 link connection between base stations. The base station device (40) comprises a processing module (430), a first transceiver module (410) or a second transceiver module (420). The processing module (430) is used for generating a message that needs to be sent to a second base station device through an X2 link. The first transceiver module (410) is used for, if there is no X2 link between the base station device (40) and the second base station device, sending the message to a third-party device that is connected to the base station device (40) through the X2 link, so that the third-party device sends the message to the second base station device. The second transceiver module (420) is used for, if there is no X2 link between the base station device (40) and the second base station device, initiating setup of the X2 link from the base station device (40) to the second base station device, and sending the message to the second base station device through the established X2 link. |
