PROBLEM TO BE SOLVED: To provide a tool for processing an optical element and a method for manufacturing the optical element in which a processed surface quality of the optical element after the processing can be maintained constantly, even if a grindstone is worn away.SOLUTION: A tool 1 for processing an optical element relating to the present invention includes: a saucer 2 with an upper surface 2a having a predetermined curvature; and multiple grindstones 3 each forming a columnar body of the same initial height Ha, in which the upper end face of the columnar body has an initial shape formed as a spherical shape corresponding to the spherical shape of the processing target of the optical element and the lower end face of the columnar body is fixed on the upper surface 2a of the saucer 2.
