A steering apparatus according to the present invention comprises: an inner column in which a first hole has been made; an outer column having a slit; an outer column bracket that, together with a telescopic friction plate, fastens the outer column; a rod that supports the telescopic friction plate; an inner column bracket that is supported by the telescopic friction plate and in which a second hole has been made; a shear pin that detachably connects the inner column and the inner column bracket at a position straddling the first hole and the second hole; and a rotation stopper that is provided behind the rod, and that is in contact with the telescopic friction plate when the telescopic friction plate rotates around the rod in a secondary collision.
