PROBLEM TO BE SOLVED: To provide an efficient error correction coding apparatus without needing complicated processing or parts for generating a code.SOLUTION: A bit constitution ratio measurement unit 3 measures the bit constitution ratio of a bit stream in a predetermined period in coded data of a moving image. An error correction method determination unit 6 obtains the lopsidedness degree of the bit of a specific picture type on the basis of the bit constitution ratio measured by the bit constitution ratio measurement unit 3, and determines the range of data to protect with an error correction code in a packet in accordance with the lopsidedness degree and the generation method of the error correction code. An error correction code generation unit 7 generates an error correction code on the basis of the error correction method determined by the error correction method determination unit 6. |
