<P>PROBLEM TO BE SOLVED: To provide a hydraulic power generator without risks such as nuclear power generator or without having an adverse effect on the global environment such as thermal power generation. <P>SOLUTION: A canal 1 having a U-cross-sectional shape opening upward and having the same gradient as a river is provided. Some of a water current of the river always flows in the canal. A waterwheel shaft 3 horizontally extending in a width direction of the canal along the length direction thereof and a plurality of under-hanging centripetal waterwheels having a plurality of radially connected flat blade plates 4, 4 obtained by joining base end edges thereof to an outer circumferential surface of the waterwheel shaft are arranged in a row in the canal 1. A throttle plate 13 is provided at a start end of the canal so that a water surface 12 of the water current flowing in the canal is below the waterwheel shaft 3.
