Disclosed are a device and a method for reconstructing a skeletal image so as to diagnose osteoporosis. The method comprises the steps of: separating a region of interest (ROI) corresponding to a skeletal system from an image obtained by photographing a subject to be tested, on the basis of a finite element method (FEM); and reconstructing a skeletal image made to have a high resolution by performing topology optimization on the ROI.
