An image decoding device sends to an image encoding device a request for a first encoded stream that has been encoded using irreversible coding, decodes the first encoded stream, generates a first decoded image from a first encoded image obtained by encoding an image to be encoded, and outputs the first decoded image. The image decoding device then sends to the image encoding device a request for a second encoded stream. The second encoded stream includes a second encoded image obtained by: applying inter prediction to the image to be encoded, using a motion vector having a magnitude of zero, and using as a reference image a locally decoded image obtained by decoding the first encoded image; and encoding a prediction error using reversible coding. Then the image decoding device decodes the second encoded stream, generates a second decoded image from the second encoded image, uses an addition result obtained by adding the first decoded image to the second decoded image to generate a third decoded image corresponding to the first decoded image, and outputs the third decoded image.
