PROBLEM TO BE SOLVED: To provide an image encoder and an image decoder which can reduce a memory amount to use.SOLUTION: An image encoder is provided with a motion compensation prediction part 1 where a control signal showing whether or not to allow a motion prediction mode that defines a motion vector of current on the basis of a motion vector of an encoded picture at different times of day to be used by the sequence is inputted, a motion vector of current is generated with reference to a motion vector of the encoded picture of different times of day of blocks to be encoded that comprise an input image, and a prediction image is generated in the motion prediction mode when the control signal shows that the motion prediction mode is allowed to use. The motion compensation prediction part 1 generates a motion vector of current without referring to the motion vector of the encoded picture at different times of day when the control signal shows that the motion prediction mode is not allowed to use, and generates a prediction image by using the motion vector. |
