The present invention relates to a vehicle data collection system and a vehicle data collection method, capable of actively performing guidance to prevent load from being applied to a vehicle network. According to the present invention, the system comprises: at least one vehicle controller controlling operation of a vehicle; a server monitoring a load state of a vehicle network connected to the vehicle controller, and requesting data collection by adjusting control parameters corresponding to the selected vehicle controller in accordance with an available network capacity for the vehicle network when one of the at least one vehicle controller is selected; and a data collection device determining a tolerance according to the load state of the vehicle network connected to the vehicle controller according to a request of the server, so as to request the data corresponding to the control parameters.
