According to the present invention, a user authentication support system for user using a service in an offline environment comprises: an OCT authentication support server; an OCT prior authentication request reception module receiving an OCT prior authentication request message; an authentication guide entity call link processing module transmitting an authentication guide entity call link to an OCT prior authentication support tool; an authentication information processing module transmitting a received authentication information to an authentication verification support organization; and an authentication result processing module transmitting a generated authentication result message to the OCT prior authentication support tool or an information device of a service provider. According to the present invention, the service provider, running an offline store, may easily conduct an authentication verification process to the user using the service without collecting and using a resident registration number, while not producing a particular problem.
