PROBLEM TO BE SOLVED: To allow a terminal within prescribed distance from lots of terminals to be simply determined.SOLUTION: A server 20 comprises: a communication unit 23 that receives positions from a plurality of terminals that calculate their position including their latitude and longitude; an area determination processing unit 21a that determines which area the terminals belong to among areas defined in advance on the basis of the latitude and longitude on the basis of the positions received by the communication unit 23; and an isolation determination unit that calculates the magnitude of isolation between an area where one terminal belongs and an area where other terminals belong, and determines whether the magnitude of isolation between the terminals is in a prescribed relation.SELECTED DRAWING: Figure 1
