in a source BSS to target BSS transparent container information element (IE), providing a value in a PSI/SI indicator IE as an indication of whether a source radio network controller requests to receive packet system information from a target BSS; receiving the packet system information in a target BSS to source BSS transparent container IE of a handover message if the indication is a request to receive the packet system information; and not receiving the packet system information in the target BSS to source BSS transparent container IE absent the indication requesting to receive packet system information.
