An emergency information transmitting system, provided with: a storage unit (4B) in which identification information of residents in a first area and identification information of terminals of said residents are associated with one another and are stored; an input unit (4A) into which is input an instruction for setting a second area in the first area; a setting unit (4C) which, if a disaster necessitating evacuation of the second area occurs, sets the second area on the basis of the instruction for setting the second area, input into the input unit (4A); a specifying unit (4D) which specifies the residents present in the second area; a generating unit (4E) which generates evacuation information corresponding to the disaster; and a transmitting unit (4F) which transmits the evacuation information to the terminals of the residents present in the second area.
