This seedling-cutting apparatus is provided with a pair of arms (211, 212) capable of being opened and closed to clamp a portion of the stem of a seedling for grafting therebetween, and a blade (111) extendable and retractable with respect to the portion of the stem. At least one of the pair of arms (211, 212) has a cutout or through-hole (210) passing through a portion of the arm (211, 212) along the direction in which the blade (111) is extended and retracted. At least a portion of the cutout or through-hole (210) faces a portion of the stem, and at least a portion the blade (111) passes therethrough.
