The base station of a wireless communication system determines the index of a wireless resource block for allocating random connection channels, to make the wireless resource block of the random connection channels have a symmetric structure in an available uplink wireless resource block, and allocates the random connection channel to a position corresponding to the index of the determined wireless resource block. So, the available uplink wireless resource block can be efficiently operated.
