PROBLEM TO BE SOLVED: To give notice of a recommended walking space that is moderate for a user.SOLUTION: A factor data collection unit 52 collects positional information on a walking user and a walking environment of the user (a factor combination). A walking pace calculation unit 54 calculates data on the walking pace of the user per factor combination. A duration measurement unit 56 stores the data in a walking pace DB 70. An approximate curve expression calculation unit 58 calculates an approximate curve expression for the walking pace per factor combination of the user on the basis of the data in the walking pace DB 70. A walking pace determination unit 62 determines a recommended walking pace of the user moving on a route on the basis of the calculated approximate curve expression.
