The method comprises: determining a coding manner for a coding block; and conducting hybrid coding on the coding block in a plurality of coding manners, comprising: coding a pixel sample value segment in the coding block in one of the plurality of coding manners. Also disclosed is an image decoding method. The method comprises: parsing code stream data of a decoding block, so as to determine a decoding manner of a pixel sample value segment of the decoding block; and conducting hybrid decoding on the decoding block in a plurality of decoding manners, comprising: decoding the pixel sample value segment of the decoding block in a corresponding decoding manner. By means of the technical solution, the characteristics of various image coding regions in an image can be fully discovered and utilized, thereby improving the image compression effect.
