The present invention relates to an apparatus and a method for detecting a damage point of a submarine power cable capable of easily detecting the damage point of the submarine power cable in a simple method of receiving a discharge sound generated from the damage point of the submarine power cable. The system comprises: a towing cable towed by a vessel; a plurality of buoyant bodies installed spaced a predetermined distance from each other in the towing cable; multiple sound sensors lopped under the sea in a state of being supported by the buoyant bodies to receive the discharge sound generated from the damage point of the submarine power cable; and a controller analyzing the position of each sound sensors and the intensity of the discharge sound received by the multiple sound sensors to estimate the position of the damage point.
