PROBLEM TO BE SOLVED: To provide a method for manufacturing an electrophotographic photoreceptor having a surface layer that has good photosensitivity characteristics, chargeability and resistance to a photomemory phenomenon and has superior mechanical strength.SOLUTION: The method for manufacturing an electrophotographic photoreceptor includes: a step of forming a charge generating layer by using a coating liquid for a charge generating layer, which contains a gallium phthalocyanine crystal; and a step of irradiating a coating film of a coating liquid for a surface layer with radiation or UV rays to polymerize or crosslink a chain-polymerizable compound. The gallium phthalocyanine crystal contains a substance α consisting of a specific polar compound by 0.1 mass% or more and 2.0 mass% or less with respect to gallium phthalocyanine compounds in the gallium phthalocyanine crystal.SELECTED DRAWING: None
