This invention prevents switching elements in a power-factor correction unit from failing due to a momentary voltage drop or a momentary power failure. If utility power (91) exhibits a momentary voltage drop or a momentary power failure while said power-factor correction unit (25) is operating to improve a power factor by increasing an input voltage (V1), a momentary-power-failure control unit (31g) stops power-failure correction by turning off switching elements (Q25a, Q25b, Q25c) in the power-factor correction unit (25). Power-factor correction performed by the power-factor correction unit (25) remains stopped until after utility power (91) is restored.
