The present invention relates to a wave power generator which generates flow of a fluid by pumping operation using power by a current due to wave, and allows power to be generated by rotating a power-generating turbine by the flow of the fluid to enable power to constantly be generated regardless of a water level; to allow pumping operation be efficiently more done by doubling the wave power using a power-distributing unit; and to maximize power generation efficiency, and a breakwater structure having the same. The wave power generator of the present invention comprises: a rotating power-distributing plate (1) to rotate around a rotating shaft (10) by flow of a current due to a wave; a pumping unit (2) with a conduit (23) which allows water flow to the conduit (23) by stretching and shrinking in accordance with the rotation of the rotation power-distributing plate (1); and a power-generating turbine (6) placed in the conduit (23) to generate power by rotating in accordance with the flow of water. Provided are the wave power generator which generates power by doubling the power of the wave, and a breakwater structure having the same.
