Provided are a method and a device thereof to refine a magnetic domain of a directional electric steel plate. According to the present invention, the method to refine the magnetic domain of the directional electric steel plate is capable of stably refining a permanent magnetic domain even if a steel plate moves at high speeds not less than 2 m/s. The method comprises: a meandering control step of making a steel plate move straight along a center of a production line without moving left and right; a tension control step of applying tension to the steel plate to keep the steel plate flat; a steel plate support roll position control step of controlling an upper and a lower position of the steel plate while supporting the steel plate; a laser emitting step of forming a groove on a surface of the steel plate by fusing the steel plate; and a hill-up removing step of removing a hill-up formed on a corner of the groove of the steel plate by emitting a laser beam at the laser emitting step.
