A self-organizing network (SON) engine 202 in a telecommunications network is configured to: receive one or more quality of service indicators 404 describing a quality of service experienced by a user equipment device when receiving a service from a telecommunications network comprising the self-organizing network engine; obtain, from a profile 504 relating to the user equipment, one or more quality of service requirements for the service being received 506; determine a network reconfiguration for the telecommunications network according to the one or more quality of service requirements and the one or more quality of service indicators; and command the telecommunications network to implement the network reconfiguration 406. In a second embodiment, the self-organizing network engine is configured to: identify a service being provided to a user equipment (UE); determine a network reconfiguration for the telecommunications network according to the service being provided; and, command the telecommunications network to implement the network reconfiguration. Network reconfiguration may comprise: directing the user equipment device to a selected radio access technology, a selected network layer, or, reallocating network resources available to the user equipment. Network reconfiguration is determined by optimizing one or more network parameters. |
