<P>PROBLEM TO BE SOLVED: To provide moisturizing paper, even when printing ink applied to the moisturizing paper is solidified, giving a user favorable texture, and to provide an apparatus manufacturing the same and a method manufacturing the same. <P>SOLUTION: First paper 1 to which a moisturizing agent is applied is stacked on second paper 2 with its coming into contact with a printed surface 2a of the second paper that is printed.
