<P>PROBLEM TO BE SOLVED: To provide a catalyst for producing hard polyurethane foam, capable of satisfying both excellent flame retardancy and satisfactory foam flow property, and to provide a method for producing hard polyurethane foam using the same. <P>SOLUTION: The catalyst for producing hard polyurethane foam contains a quaternary ammonium salt compound represented by formula (1) [wherein R each independently represents 1-8C aliphatic hydrocarbon group or 6-14C aromatic hydrocarbon group, X represents phosphoric group, a is an integer of 1-3 and b is an integer of 1-3].
